How retrieve stored mileage value

I’m looking at buying a car this one happens to be an 05 ford F350, but I think this situation could happen to anyone.

The dash was replaced and is not displaying the correct mileage. The title also does not show any mileage.

Would it be possible to pull the correct value from the ECU? Are there tools that already do this?

Yeah that makes sense. Are there any OEM scanner clones available for Fords?

Are any of the OEM clones like Ross tech good enough to do this? I’m pretty sure the tactrix can’t do this on any of its supported cars.
