A0 needs reset button pushed to start code when powered through the obd II port.
changing C27 from .1uf to 1 uf corrects this.
The EN/IO0 toggle doesn’t work initiating boot for loading code on some laptop and cable combinations and doesn’t put the module in boot to load code.

specifically, the the A0 on board OBD power regulator is too slow powering up for the standard sized EN/IO0 caps to work. this is why it boots plugging the power cord in and not plugging into the obd port.
C27 can be accessed by carefully separating the boards and replacing or soldering the 1uf cap in parallel to C27
